NATO burden sharing has become an especially timely issue in the past several years as a result of a number of factors, including Russian annexation of Crimea and destabilization of eastern Ukraine in 2014. This article argues that alliance unity among the great democracies of Europe and North America is indispensable to peace and stability on the Eurasian continent. A fractured NATO, and especially, a large divide in purposes or commitments as between the United States and its European security partners, invites aggression and the possibility of inadvertent escalation. Past successes and failures in US-involved multinational peace and stability operations, within and outside of Europe, show that mission accomplishment requires give and take, including the occasional acceptance of unequal costs and benefits among the members, in order to achieve peace and security objectives. 相似文献

Counterterrorism operations in Kenya have often been hindered by a lack of collaboration, coordination and cooperation among the security agencies involved in such operations. This article examines the relationship between neo-elitism and counterterrorism security interagency activity in Kenya. Using neo-elitism as a framework for analysis, with specific reference to the September 2013 Westgate Mall attack counterterrorism operation, it is argued that the lack of collaboration, coordination and cooperation among Kenya’s counterterrorism security agencies often results in unintended adverse consequences. The interagency conflict over the Westgate operation was primarily about command and control, intelligence sharing and official information shared with the public pertaining to the stages of the siege and operation. These security agencies share similar responsibilities and jurisdictions in the rest of the country’s counterterrorism efforts. The interagency conflicts reveal that the country’s security elites pursue personal and agency-specific interests that are aimed at maintaining organisational supremacy over counterterrorism efforts. Recommendations are offered for how to tackle the problem of interagency conflict in order to enhance the effectiveness of counterterrorism operations in Kenya. 相似文献

This essay recalls the immediate and longer-term responses of the US and its allies to the events of 9/11. It contends that the die for contemporary developments in transnational terrorism was cast in the immediate aftermath of 9/11 – in particular the launching of sustained ‘anti-terrorist’ military combat operations in Afghanistan and Iraq, and more covert ‘kinetic’ operations elsewhere in the Middle East and Africa. The essay seeks specifically to expose the counter-productivity of using military operations as the primary antidote to transnational terrorism. Focusing on the African ‘laboratory’ and the spread of transnational terrorism and Islamic militancy, particularly in West and East Africa, the essay concludes that radical Islamists have mastered the ‘battle of the narrative’ and that the Western penchant for dispensing a kinetic brand of medication is feeding rather than fighting the virus of global terrorism. 相似文献

Revenue management is the process of actively managing inventory or capacity to maximize revenues. The active management typically occurs through managerial levers such as price, promotion, or availability. We present a novel real options approach to revenue management that is specifically suited to the car rental business. We illustrate the concept with actual car rental data. The model produces minimally acceptable prices and inventory release quantities (number of cars available for rent at a given price) as a function of remaining time and available inventory. The pricing and inventory release recommendations of the developed model confirm earlier empirical analysis that suggested current practises discount too deeply early in the booking cycle. © 2004 Wiley Periodicals, Inc. Cardiovascular diseases (CVDs) are the leading cause of death and disability both in the United States and worldwide. Despite high morbidity, mortality, and cost in the United States and global healthcare systems, cardiovascular care has been understudied in the healthcare operations management literature. In this paper, we identify research opportunities for healthcare operations management scholars to aid in improving cardiovascular care. We focus on three burdensome conditions, including (1) coronary artery disease, (2) stroke, and (3) heart failure, which, collectively, lead to the vast majority of CVD‐caused mortality and disability. For each condition, we characterize a typical patient's journey in receiving cardiovascular care, elucidating key challenges in improving care and outlining research questions for healthcare operations management scholars. We close with a reference to new research opportunities that emerge as artificial intelligence is likely to transform much of cardiovascular care. 相似文献

In a master surgery scheduling (MSS) problem, a hospital's operating room (OR) capacity is assigned to different medical specialties. This task is critical since the risk of assigning too much or too little OR time to a specialty is associated with overtime or deficit hours of the staff, deferral or delay of surgeries, and unsatisfied—or even endangered—patients. Most MSS approaches in the literature focus only on the OR while neglecting the impact on downstream units or reflect a simplified version of the real‐world situation. We present the first prediction model for the integrated OR scheduling problem based on machine learning. Our three‐step approach focuses on the intensive care unit (ICU) and reflects elective and urgent patients, inpatients and outpatients, and all possible paths through the hospital. We provide an empirical evaluation of our method with surgery data for Universitätsklinikum Augsburg, a German tertiary care hospital with 1700 beds. We show that our model outperforms a state‐of‐the‐art model by 43% in number of predicted beds. Our model can be used as supporting tool for hospital managers or incorporated in an optimization model. Eventually, we provide guidance to support hospital managers in scheduling surgeries more efficiently. 相似文献

Spatial pricing means a retailer price discriminates its customers based on their geographic locations. In this article, we study how an online retailer should jointly allocate multiple products and facilitate spatial price discrimination to maximize profits. When deciding between a centralized product allocation ((i.e., different products are allocated to the same fulfillment center) and decentralized product allocation (ie, different products are allocated to different fulfillment centers), the retailer faces the tradeoff between shipment pooling (ie, shipping multiple products in one package), and demand localization (ie, stocking products to satisfy local demand) based on its understanding of customers' product valuations. In our basic model, we consider two widely used spatial pricing policies: free on board (FOB) pricing that charges each customer the exact amount of shipping cost, and uniform delivered (UD) pricing that provides free shipping. We propose a stylized model and find that centralized product allocation is preferred when demand localization effect is relatively low or shipment pooling benefit is relatively high under both spatial pricing policies. Moreover, centralized product allocation is more preferred under the FOB pricing which encourages the purchase of virtual bundles of multiple products. Furthermore, we respectively extend the UD and FOB pricing policies to flat rate shipping (ie, the firm charges a constant shipping fee for each purchase), and linear rate shipping (ie, the firm sets the shipping fee as a fixed proportion of firm's actual fulfillment costs). While similar observations from the basic model still hold, we find the firm can improve its profit by sharing the fulfillment cost with its customers via the flat rate or linear rate shipping fee structure. 相似文献
